I've worked on some metal-to-fiber/fiber-to-metal ECL/TTL products with Class III-b laser systems at DS3/OC1 rates with PAL, SECAM, and NTSC formats for video transport in Central Office and strand mounted environments. Safety? I used EN-60950 but would have had to eventually use EN-50083. I was gone before that happened. Lasers? IEC-825/EN-60825 There are plenty of labs out there to help.
