Nick, my understanding of EN60065 is that it is more stringent in its safety requirements than EN60950 because the equipment is used by the general pubic rather than employees in a business environment. That is the only reason I believe it would be applicable. Of course, using an example of a pc blows this argument out of the water since a pc can be used in the home and at work. It makes me wonder if we will see these two standards merge someday.
