David: The standards you mention are only one piece to the regulatory puzzle. For guidance one has to go to the directives and the official Journal listings for the Directives. To answer your question: EN 61000-3-2 does apply to IT equipment. It is optional until 1 Jan. 2001. Therefore, any shipments to Europe after that date must comply with the regulations.
