EN 61000-4 series basic standards are not harmonised. The idea is to harmonise standards that contain requirements, i.e. product and generic standards. The clear picture is disturbed a bit due to some standards that are a mix of product and basic standards. Those include EN 55022 and EN 61000-3-2 and EN 61000-3-3.
