Lisa: I sure wouldn't think so. What type of Declaration could you generate for such a product? Declaration of mostly Conformity? What would a customer's reaction be to reading that if they use the product they buy on a certain frequency (presumably within its intended operating range) it requires an external ferrite. Will you include the ferrite ? Not a very attractive business practice, in my opinion.
