EN60825-1 has been published in the OJ and has been effective since 1997.
A11 to EN60950 has also been published in the OJ and changed the reference
from IEC 825:1994 to EN60825-1 but is not effective until 2003. Do you see
the conflict?
Equipment with lasers or LEDs must comply with EN60825-1 now. But if that
equipment is ITE with lasers or LEDs it does not need to comply until 2003.
Duh!  I have to conclude that I really have to declare to EN 60 950 A11 now
regardless of what the OJ says about A11.
