Richard, Your definitions make very good sense, with or without a lawyer's hat. The problem is not with us. The problem is with the various regulatory agencies. If they define "packaging" as the outer enclosure of a product (much like cosmetic manufacturers do) then we are stuck with making sure this "packaging" now complies with the slot opening size of IEC/EN 60 950 (assuming that standards applies)! And if the French customs officials interpret "packaging" as the shipping container, then you are stuck with providing whatever the information they are seeking on that "packaging."
The only recourse we have is to insist, complain, and howl to all standards writing bodies that they be precise, concise, and define their terms.
