There is nothing "spookey" about the use of spread spectrum clocks.
This is merely a means to spread the electromagnetic emissions over
a broader bandwidth, thus reducing the "peaks" at the base and
harmonic clock frequencies.

There should be no issues with the use of spread spectrum clocks in
the EU as they are a useful method to meet the requirements of the EU
EMC Directive.
