far from my intention to do polemics,
but I'm a little bit sceptic on the figure
you mention: a couple of db is a number that is far better than the error
capability
of a radiated emission mesaurement.

Moreover often other issue such as the capability
of finding resonance frequencies are also important.

                They say that it is not good practise to answer a question
with another
                question but in this case it is appropriate. How much money
are you
                prepared to spend?  

                In my opinion after evaluating a number of these software
packages I
                would say that there are only two that I have seen that have
good
                correlation between simulation data and actual measured
data.
                Unfortunately both of these packages, EMC workbench and
Viewlogic, are
                priced in the US$90,000 - US$120,000 region. I must however
warn you
                that in my study I have realised that the cheap packages,
e.g.  US$2000
                are very limited and often yield incorrect and unreliable
results. The
                above-mentioned packages I have seen in operation and both
yield
                simulation results within a couple of dB from the measured
results. I
                would therefore recommend one of them. Something apart from
price, that
                may sway your decision is you CAD package. The interface
from this
                package to the simulation tool might restrict you as to
usable software.
