To those that have assisted me with this question, THANKS.

For those that missed the thread...The present proposed draft of the Waste
from Electrical and Electronic Equipment Directive calls for a phase out of
these materials (among others) beginning in 2004. I had no idea what they
were and how they were used. Now I have the impression they are used quite
commonly as flame retardant additives for plastics and other resins. I am
particularly interested in whether they commonly afford V0 printed circuit
board materials their flame retardant qualities. It looks like they do.
Interestingly I came across a web site from National Semiconductor saying
they do not use these materials in their IC packaging plastics. (this in
response to Dutch laws banning the stuff). See
