That would be 
FCC part 15,  and UL 1409.
UL 1409 is transitioning to UL6500 in a couple of years, but is not
mandatory yet.

If it is a "television interface device" as described in the FCC part 15,
then there is additional testing needed for signal strength and noise levels
leaving the device.
