John:

EN 41003 is intended to specify the telecom safety attachment requirements for
non-ITE equipment, while EN 60950 is specifically for ITE. The requirements
between the two are very similar...the only exception I can recall (its been
awhile since I used EN 41003) was that EN 41003 requires equipment ports to be
labeled as a specific circuit type (i.e., SELV, TNV, etc.).

If it is a customer requiring this, it may simply be that they dont understand
that either the similarities of the standards, or the ITE Vs non-ITE application
of the standards.
