I submitted a question several weeks back regarding equipotential bonding, and
garnered the following definition (paraphrased here): 
Equipotential bonding basically refers to the scheme of grounding all co-located
equipment to a common reference (i.e., building steel). Equipotential bonding is
the name given to the general case (room or building); grounding / earthing are
the names for the specific cases (circuits or a piece of equipment).

Now the real question... in consideration of IEC 60950 6.1.2.1 note 2 (Norwegian
variation) where equipotential bonding  is specified: other than a telecom CO,
where can equipotential bonding be assumed? 
In a telephone equipment closet / room? 
What about an office environment?
