I had the opposite problem once, of ensuring electrical connection to an anodised aluminium part, for shielding purposes. The only sure way was to machine away the anodising on the surface where contact was to be made.
But that is quite different from relying on the anodising for insulation, which I would not have thought a good idea. One scratch, and there is a path through the conversion coating.
