Hi Chris,

The <HAR> concession is for the supply flexible cord only when it is fitted
to the electrical equipment. It doesn't apply to flexible cord sold on its
own or as extension cords, etc. There is no concession for plugs.

There has been an amendment to AS/NZS4417 part 2 that affects the list of
declared articles so make sure you're reading the latest version. There are
also plans to amend the  Australia/New Zealand declared list again so that
it will be identical for both countries.
