You'll find the foil used in IEC 950 clause 5.2.3 for hipot testing insulating
coatings. It would be reasonable for use foil as a test electrode for many
insulation systems such as enclosures, should the insulation be in question. I
would consider it unusual to test most product surfaces this way unless there
were some reason to suspect insulation. However, any breakdown would certainly
be proof of insufficient insulation.
You will also find the use of foil in IEC 950 clause 5.2.2.The test is for
Class II (ungrounded) equipment. The 10 x 20 cm foil size represents the hand
and is used measure leakage to the surface of the product.
