As to my country (Brazil) the tolerance is +/- 10 % (this is the range that most
appliances should work in). The official supply voltages are 127V/60Hz and
220V/60Hz. However, it is possible to find 110V/60Hz, 115V/60Hz and 120V/60Hz in
some regions.
Therefore, a manufacturer that wishes to cover all possible values, should 
design
the product to work at -10% of the lowest value up to +10% of the highest.
Another aspect is the type of circuit configuration: you may find 220V 
phase-phase
or 220V neutral-phase, depending on the region.
