I believe this change modifies the proceedure for testing using the
Horizontal Coupling Plane (HCP) -- Instead of discharging to the surface of
the plane a fixed distance from the EUT, the discharge is made to the EDGE
of the plane, as it is when testing with the Vertical Coupling Plane (VCP).
