With regard to UL 746C, I came across the UL 746 series this morning.
They are as follows:
UL 746A Polymeric Materials - Short Term Property Evaluations
UL 746B " " Long " " "
UL 746C " " Use in Elec. Equip. Eval.
UL 746D " " Fabricated Parts
UL 746E " " Industrial Laminates, Filament-wound Tubing,
Material used for Printed Wiring Boards.
To me it seems that 746D might be the way to go, as this is a fabricated
part.

If I understand, the camera dome is being used as the mounting
means for the cameras which are already Listed.
UL could probably List a camera dome just like they List "Office
Furnishings". Most probably they would like to ensure that when
fixed to the ceiling according to manufacturer's instructions ( I
assume you will specify the maximum weight of all the cameras
and/or other equipment it is intended for) it can hold 4 times the
total weight.
In regards to flammability, UL will probably use the Standard for
Polymeric Materials, UL746C to determine the flammability and
ignition properties of the polymeric material used. However, be
aware that for large surfaces of material (I believe more than 1 m
square; someone correct me if I'm wrong!), the US National
Electrical Code requires flammability tests to ASTM 723. If you
have such large surfaces of material, you may wish to mold the
dome from a UL Recognized material which has been previously
evaluated to ASTM 723. You may find such materials in the UL
Recognized Component Directory.
