Erik, My own understanding of "localized on-site operation" is that this refers to a factory complex or compound and also to within a large building. In some cases this might result in outdoor use but this should not be taken as unrestricted outdoor use. Given the concern about Spread Spectrum use in shipping areas in some countries I would expect that this is same rationale here, especially given the geographic shape of Singapore.
