Retest is required. Subsystems are generally tested as components or not
at all. If tested as a component, component tests usually do not cover all
of the tests required of systems. So, to be sold as a stand-alone item, it
must have ALL of the tests done. (I am assuming I understand your general
question and am making certain other assumptions as well.)

Retest is required. Systems must have all the tests done. Even though the
"subsystems" here (System 1 and Product A) have stand-alone compliances,
you are making a new product "Super-system 2" and so it requires retest.
We get around this because we test System 1 and have the customer place
their order for Product A directly to the other manufacturer. Granted, we
take Product A in house and verify configuration and functionality but
they do not buy it from us so we are "off-the-hook" It's a matter of
semantics and translations.
