Section 4.5 (Lightning and Power Cross Immunity Criteria) of GR-1089-CORE states that lightning and power cross tests are to be applied to "telecommunications ports". It then defines "telecommunications ports" as "paired-cable interfaces to other equipment in a telecommunications network (such as T and R lead, sleeve leads, E&M leads)."
