Dear William,
1. Yes, there is a difference between these two: UL 94 specifies
that for UL5VB it is acceptable to see burn-through (hole) of any plaque
specimen. For 5VA is not acceptable to produce a hole during the testing.
2. The Annex A9 of EN60950 (IEC60950) does not specify the above
mentioned aspect as a CRITERIA for acceptance,(just to do not be "consumed
completely"...) and thus, in my engineering judgement, since the rest of the
criteria are identical, I think that both, 5VA and 5VB will comply with 5V.
