Hi every body
The way I have read it is exactly as Courtland states.
The Dof C must be signed by someone who has the clout within the
organisation to pay the fines or go to jail if there is an infringement. In
fact some organisations in the UK have taken insurance to cover this.
May I take this opportunity to wish everyone the compliments of the season
