Brian, Accredited test labs are required to use accredited cal labs. The two that jump out at me are Liberty Labs and ETS (EMCO). They both can do things like antennas and LISNs. Neither can do receivers or spectrum analyzers. We just send those to the vendor (HP - oops, I meant Agilent and Rohde & Schwarz).
