Richard:

Isotropic antenna gain, at any frequency, is x1 (or 0 dB). An isotropic
antenna has no gain; it radiates uniformly to each unit area on the surface
of an imaginary sphere.

Gain of a real antenna can be calculated, but for compliance testing
purposes, you really have to send your antenna to an antenna calibration
house for traceable calibration. (You can do it yourself, but you need
multiple antennas and a decent measurement site. It's more hassle than it's
worth.)

At 2.45 GHz, a pyramidal horn will give you an antenna which is closest to a
theoretical calculation.
