Bob:  IEC 825-1 is a document approximately 3/8 inch thick.  Its entire
content is devoted to answering the question you asked. Unfortunately the
answer is totally obscured by the complex and unfamiliar symbols used in the
calculations.  If you are fortunate enough to find someone on this board to
deal with the subject he will become a valuable resource for the rest of us
and will have to take out a Visa account to be properly compensated for his
willingness to consult.   If you are incorporating a laser in one of your
products start with the laser component manufacturer and establish a good
working relationship with a knowledgeable application engineer from that
company. If you are trying to define a measurement technique I would still
go to the component manufacturer as a source of guidance.
