According to the UL Yellow Book (introductory and
explanatory information at the beginning of the
Printed Wiring, ZPMV2, listings):
Maximum Operating Temperature -- The maximum
continuous use temperature that the printed
wiring board may be exposed to under normal
operating conditions.
Typically, temperature measurements are made on
the component, not on the board. This is a worst-
case temperature that assumes no temperature drop
between the component (along its copper leads) and
the board conductor.
