Yes. However, if you are selling direct to a telephone company
in the USA, FCC Part 68 registration could be exempted. ADSL is
filed with the FCC through a 'waiver' process. Information on
filing a waiver on ADSL at the FCC can be found on the FCC
Web-Page at:

FCC and Bellcore (now Telcordia) are not the same. Do onto
Bellcore what Bellcore requests of you; Do onto the FCC what
the FCC requests of you.

Definitely not required for the 'International' market. Local
requirements apply. For the USA, FCC is not required on CO units.
This really depends on the 'telephone company' customer. However,
telephone companies in the USA are insisting on Bellcore
(Telcordia) testing. I would be interested to know where in the
USA you are able to sell CO units without Bellcore OR FCC.
