This sounds like an article I published some time ago:

  "Finding EMI Resonances in Structures," EMC TEST & DESIGN, Vol. 
  3, No. 1, Jan/Feb 1992, pp. 25-28.

However, this magazine is no longer in publication, so you will 
have to find a library that kept the back issues.  Alternately,
you might try looking at this article, available on the Web:

  "Bench-Top EMC Techniques for Medical Equipment," Medical Device 
  & Diagnostic Industry (magazine), Vol 20, No 1, January 1998, 
  pp. 135-138.  http://www.devicelink.com/mddi/archive/98/01/025.html

This article was focused specifically at engineers working in the
medical device industry, but it included a discussion of the struc-
tural resonance technique.
