Now, Korean requirement seems to be main issue. 

I would like to inform some information about Korean requirements to help our 
members in overseas countries.

There are two korean government bodies for safety, EMC and telecom. 
One is Ministry of Commerce, Industry and Energy and the other is Ministry of 
Information and Communication.

Ministry of Commerce, Industry and Energy was responsible for type approval and 
the standard is Korean standard.
But, it was completely changed from July 1, 2000. Now Korean standard is same 
as IEC Standard, European standard. 
But the certified products by old Korean type approval is effective until the 
valid date of the certificate.
You can also apply for new Korean Safety approval with old Korean standard for 
some years. the limit time you can
apply for old standard is different for each product category. I think you are 
more familiar with IEC and EU standard,
so you'd better to apply for new Korean standard. 
There is two test laboratory for new korean approval scheme. They will do 
Safety and EMC test(if necessary). 
They are Korea Testing Laboratory(KTL) and Korea Electric Testing 
Institute(KETI). 
There website is "http://www.ktl.re.kr"; and "http://www.keeti.re.kr"; for each 
lab.
I preper to work with KTL because they are more business body, not Goverment 
body.
The application for new Korean Safety approval has to be applied by 
manufacture. 
For foreign manufacture(applicant), you can use a representative. But all 
resposibility for the approval and follow-up management is
on the manufacture. If the product was approved by manufacture, it can be sold 
by any importer. 
You also need to mark the approval mark. It is different for each lab. 
As The new standard is same as IEC and EU standards, the CB report(especially 
issued by EU CB body) is acceptable to KTL.
But, I don't know if they accept the CB report from UL, CSA. You need to 
contact KTL to confirm.
Also, the critical safety components are certified by IEC or EU standards.

Ministry of Information and Communication is resposible for EMC and type 
approval for telecom equipment. It makes the law.
The laboratory for approval is Radio Research Laboratory(http://www.rrl.go.kr). 
RRL is responsible for EMC Compliance Registration and
Type Approval for wireless telecom equipment. You need to contact RRL for 
approval. 
Also, they are many testing laboratories approved by RRL. 
For product covered by EMC Compliance Scheme, the products need to get EMC 
approval form RRL. 
For wireless telecom equipment, the products need to get get Safety approval, 
EMC and Telecom approval from RRL. 
RRL doesn't accept from test data from other source. 

Some product are need to get the approvals from RRL and KTL(or KETI) for some 
time. It is similiar to China and Japan.
In the future, I think you need to get approval from only one lab because they 
are on the negotiation now.

I would like to get some advice on what is required to have products
approved for sale in South Korea.  Our equipment has been tested for Safety
and EMC to Australian and European requirements. The Australian test house
that performs the safety testing can generate CB reports for safety.
Contrary to the advice of the CB website, our agent in Korea has been
informed that we would have to completely re-test our equipment for both EMC
and safety.  Is this correct?

The standards that we are currently certified to are as follows,

Australia
Safety - AS/NZS 3260
EMC - AS/NZS 3548

Europe
Safety - EN60950
EMC - EN55022 and EN50082-1
