Contact Hong Kong Telecom's CPE Evaluation group. They have the 'specification checklist' required for you to get approval. You fill out the checklist with all supporting documentation (any test reports that you have i.e. that you used to get approval in the UK for instance) and submit. After they review the checklist, HKT may/may not ask for a sample. (That's the way it was when I did telecom equipment 2 years ago)
