CEI 255 is the Spanish version of IEC 60255, Electrical Relays. IEC 60255-5 covers the insulation tests, but I have no knowledge of IEC 60255-4. IEC 60255-22-4 covers Electrical Fast Transient testing for relays; this may be what CEI 255-4 is referring to.
My Spanish is not very good, but 4.1 describes the insulation tests and 4.2 describes immunity tests.
