The standards are developed by ETSI (www.etsi.org <http://www.etsi.org> ).
You may download up to three standards for free. Generally, the FCC and ETSI
limits are quite different. The measurement methods are also different.
However, I can tell you that the ETSI limits for short range devices are
higher. Note that not all EU countries accept the ETSI limits in all bands;
e.g., Germany. You will also need to check out the CEPT/ERO Decisions and
Recommendations at www.ero.dk <http://www.ero.dk> to see how the limits and
bands vary throughout the countries.
