I'd take this as serious as the rest of the standard.
Interpret it in full, or don't.
As the 50081-2 is a generic standard, possibly a more specific standard
is available , or just use a competent body to approve your
equipment to the essential requirements, specifying you don't want 7.1

After all, toys include warnings too about their suitability for young
children and little parts.
