Mike: I have had occasion to request waivers several times, with about 75% success in getting them granted. I agree with Mark's remarks: if the request is reasonable, and within the regulations (or, more specifically, not outside them) the FCC will usually act favorably. On some waiver requests, the use of a Washington attorney specializing in dealings with the FCC has been very helpful, and worth the cost. I used Ray Kowalski, of Keller & Heckman.
