I have had occasion to request waivers several times, with about 75% success
in getting them granted. I agree with Mark's remarks: if the request is
reasonable, and within the regulations (or, more specifically, not outside
them) the FCC will usually act favorably.
 
On some waiver requests, the use of a Washington attorney specializing in
dealings with the FCC has been very helpful, and worth the cost. I used Ray

The answer would be yes.  Contrary to popular belief, the folks at the FCC
are not hard-liners.  Some things are very clear (and therefore you have to
comply), but others are not.  You may be better off utilizing the services
of someone who speaks the lingo (after all, this is law).  I've heard there
are a few legal firms which interface with the FCC (but don't know any
names).  Good luck.
