Sub-clause 5.3 invokes electric strength testing.
Physics correctly predicts breakdown voltage for
a given clearance decreases with altitude. The
authors of the standard addressed this problem in
Sub-clause 5.3.
Sub-clause 6.4 also invokes an electric strength
testing. But, the authors did not specifically
recognize the altitude phenomenon in this clause.
Clearly, this is an oversight on the part of the
authors. Being a physical phenomenon, it makes
no sense to allow for it in one clause and not
allow for it in another clause.
