Here's a site where you can get free electronic access to NEMA Standards.
The site says it best:


NEMA Industrial Automation Control Products and Systems standards are being
provided for free electronic access as a test of customer interest. The
standards, in .pdf format, will be available for free viewing or
downloading. Updates to the standards will be posted as they are approved.
The goal is to provide standards users with easy access to the most recent
version of these standards at all times.
This test will be reviewed at the end of 2000 to evaluate the value to the
customer and customer acceptance. Once this test is complete, NEMA will make
a decision on future posting of standards on the web.
