Strobe lights can and do induce epileptic fits in people that are susceptible to these fits. What is worse is that it can cause a person who is a latent epileptic (ie never had a fit) to actually become one (ie they continue to have fits for the rest of their lives).
Strobe lights are used during an EEG ( particularly with childen) to determine if a person is a latent epileptic. The worst frequencies are apparently around the 15Hz area. The source of this knowledge? Talking to the specialist while my son was having these tests done (fortunately he was diagnosed clear). The specialists opinion was that disco strobe lights should be banned.
