Dear Robert, The on/off switch is safety related only when it has a safety function. For example if it serves as a disconnect device for service personnel, then it must be subject to the color coding in IEC73.
Most of my ITE customers specify the appliance inlet or plug on power cord as the main disconnect device, in which case they are not subject to the IEC 73 requirements.
