Peter, In Europe, the main source of these specifications is the ETSI organisation. The good news is that they can be downloaded for free, the bad news is that there are lots of them. The download site is http://webapp.etsi.org/pda/ The search engine can be a little frustrating, as it requires exact text matching, including non-obvious spaces in titles. As a start, ETR 099 is the General Description of the GSM system and contains a large list of associated specs.
