This is my first reply, after "reading the mail" for a month.

SAE EMC standards for vehicle Emissions & Immunity test methods 
primarily benefit OEM car manufacturers and their suppliers.
They do not set performance "requirements" per'se but do offer 
performance characteristics and operating regions for the parameters.
There is an ongoing committee effort to harmonize with related world 
wide standards such as CISPR , ISO ,IEC and so on. 

"In general" you will find the immunity levels in SAE very challenging 
for many electronic devices while emissions levels are somewhat more 
difficult than typical land based standards. The noise threat sources 
in vehicles are many and varied in their amplitude, repetition rates and 
frequencies while radio receivers and their antennas are in close proximity 
and coupling to the noise sources. Vehicles can travel to places where 
they are exposed to very severe external fields over a wide range of 
frequencies and signatures . 

The newly revised SAE web site for the committee work is 
available from the http://www.sae.org home page. See the left hand
column of links. There select "discussion forums" where you may 
"log in here" or inspect "see all forums" and select "public" discussions 
then viewing a huge list and select the 2 committees on 
Electromagnetic Immunity ... or Electromagnetic Emissions... 
They create those standards respectively. Be sure to review the
web site scope & use agreements.

To summarize , 
SAE J551 covers whole automobiles. SAE J1113 covers modules & "devices" .
Their usual application is OEM assembled vehicles & the modules within  
, installed during the new vehicle manufacturing process. So-called 
"aftermarket" modules (e.g. security alarms) and things like 2-way 
radios fitted to the car *after purchase* are not explicitly defined. 

Each OEM car maker has issued "installation bulletins" for 2-way radios.
The American Radio Relay League (ARRL) summarized some of the carmakers
info in its QST magazine a few years back. The ARRL EMC Book, "Radio 
Frequency Interference: How to find it and fix it" 1991, excerpted 
installation guideline information (from GM) in chapter 13 , written 
largely by Stu Sanders, KA0FPX, EMC Engineer at General Motors. 

By and large each OEM carmaker's EMC team has created guidelines 
for 2-way radios , specific to their vehicles with the usual 
disclaimers and legal warrantee statements, which must be addressed 
on a case by case basis. 

Ron , perhaps DENSO, as a supplier to automakers, already has such 
an expert committee member to SAE or other standards bodies
within your company . Otherwise your active participation in the 
SAE committee could be mutually beneficial.

Hi all,
I am looking for information on SAE specifications requirements for
Automobile based Cell phone systems.
Can anyone suggest a list of recommended specs, or knows of an Engineer who
can help me define the requirements.
If there is no required specs, is there a list that is recommended to
perform for good reliability of the product.
