Any EMI test lab that can perform MIL-STD-461 (RS103) testing can do this for you. Of course there are no radar interactions at 1, 3 or 10 V/m. But at 200 V/m and up you begin to find susceptibilities. For shipboard environments, use MIL-STD-464 tables as a guide to field intensities. Since it is COTS, your susceptibility fix will likely be to put it in a place where field intensities are below your TOS (threshold of susceptibility).
