A quick look at Google shows that potassium octatitanate is rather similar
to asbestos. The references, like:

http://www.catchword.com/titles/tandf/08958378/v12n5/contp1-1.htm
http://www.niih.go.jp/indu_hel/1999/1999_15.htm
all seem to be concerned with inhalation of fibers; they compare your
man-made potassium octatitanate to natural asbestos, and are real detailed
about fun stuff like carcinogens and dead rats.
