Probably, since piercing the dermis greatly lowers the body impedance
and this greatly reduces the voltage necessary to produce a dangerous
shock current. I think EN60601-1 applies, but there doesn't seem to be a
product-specific section yet.

There is EN60335-2-23, covering 'appliances for skin or hair care', but
I strongly suspect that it does not cover any invasive technique.
