Doug,

This option would only be acceptable if the specified protection device
offers transformer isolation as well as transient and overcurrent
protection.  Without the transformer isolation, the product would still be
"metallically connected" to the OSP and all tests for Type 1 or Type 3
interfaces (depending upon the intended deployment location) would need to
be performed.

If and when Dwight finds an external protection device, he will need to test
his product with that specific external device for compliance, and then
state in the installation practice that this specific external protector
MUST be used.
