As you may know, CENELEC is publishing a large series of performance standards for Alarm Systems and their components including Intrusion, Holdup, Access Control, CCTV and Social Alarm systems and their transmission systems. The big question is, "will these performance standards be listed in the Official Journal under the LVD?" That intention is not very clear at the moment, but one CCTV performance standard, the one for B&W cameras, has been listed in the OJ.
I have found three web sites of European alarm systems organizations (see below). These sites give the impression that some installations require national certification. It also appears that the organizations are pressing for harmonized standards and certification procedures.
