Hi Kevin: I agree with you that this is a poorly worded requirement. However, it may help that this is not a mandatory requirement. In TS 002, the word "shall" is used for mandatory requirements, and the word "should" is used to describe performance that is desirable, but not mandatory. See clause 1.1 for the definitions of "shall" and "should." The word "shall" is used for the more specific fail-safe criteria in clause 5.1.1.1. These are somewhat easier to test for.
