The only generators that I know of that did contact discharge above 10 KV were the Experimental Physics, later sold by Electro-Metrics. There were 7.5, 15, 25 and 30 kV contact discharge models. But those have not been made in a while and I also doubt that the SOW writer meant contact discharge for those levels.
