John, Mil specs are available for download for free as are most U.S. Government documents. The web site is http://assist.daps.mil/ Once there click on Assist Search or Assist Online. In order to download documents you need to set up a free account. They must be having a problem with the server today, however. After reading your message I was able to go to the main page that I listed above, but when I click on anything else on the page I get a timeout error. I have downloaded mil specs from here in the past so it should work. I would just keep trying until you can get it to work. There may be a phone number or email contact on the page that you can use to report problems, I forgot to look when I was there. Good luck.
